This is a very handy tool for any jeweller's work bench. A weighted round base holds a pair of cross-locking (reverse action) tweezers. The ball joint in the clamp allows you to move the tweezers into your desired angle. 

It is called a "third hand" because it allows items to be held hands free particularly whilst soldering.
